If you have turned on the texturepack-required setting in the server.properities configuration file, then players entering your server will be forced to use the resource pack sent by the server. Any local resources they have enabled on their own devices (such as shaders) will not take effect.
Therefore, if you want to use the server's common resource pack while also allowing your players to normally use shaders or their own custom textures, you'll need this plugin to solve the problem.
When both the server resource pack and the client resource pack are loaded at the same time, the server resource pack has a higher priority.
